B. Fletcher & Associates At The Forefront Of New Requirements For Qualified Appraisal and Qualified Appraiser As Defined In IRS Notice 2006-96

Boston, MA December, 2006. Last October, the IRS issued Notice 2006-96, transitional guidance for application of the bill voted August 17, 2006 imposing new provisions and requirements for qualified appraisal and qualified appraiser for contribution of personal property valued at more than $5,000, affecting returns filed after February 16, 2007. http://www.irs.gov/charities/charitable/article/0,,id=163650,00.html

Under Notice 2006-96, a qualified appraisal is conducted by a qualified appraiser in accordance with generally accepted appraisal standards set forth by the Appraisal Standards Board of the Appraisal Foundation: Uniform Standards of Professional Appraisal Practice (USPAP) procedures, well defined guidelines, enforceable set of rules, and ethical standards for correctly prepared appraisals established by the Appraisal Standards Board of the Appraisal Foundation.
